A group of security analysts are offered a job by the CIA and when they are reluctant, pressure is brought to bear by the threat to disclose the identity of their leader, a 60s radical with outstanding warrants. A chip exists that will allow any computer to be cracked, and organized crime will soon control it, though sudden changes in their police records suggest that it is already operational.

Billy Madison is a non-working, non-educated slacker who lives entirely off his dad. He spends his day drinking beer, reading girly magazines, and hanging out by the pool. When his father realizes that Billy is unfit to run the family business, Billy decides that he must go back to school and earn a real education. He figures it will be no problem going back to high school and learning over again, until he learns that his father bought Billy’s passing grades all the way back in elementary school. Thus, Billy must return to elementary school and pass each grade one at a time in a short time, or else he loses his place as heir to the company. In addition, Billy tries to win the hand of Veronica, a sexy school teacher who thinks her students are more mature than Billy.

Come the next Fourth of July, just before the town’s annual carnival, the four teens all find themselves being victimized by a mysterious menace when they begin to receive intimidating calling cards indicating someone is aware of what happened before. The group suspect the cousin of the dead friend, only to discover they are very much on the wrong track. Can the friends survive and figure out the identity of their tormentor before they end up dead themselves?
